they are tram, bus and trolley bus tickets. From the top left, the biggest word on each is "tram", "bus", "tram", "bus", "trolleybus" and "bus". and the prices are listed on them: each 15 rubles, except the fourth one, which is 10 rubles. The six-digit numbers are serial numbers, though there is a lottery connection (see link below).

(showing a soviet one, but I don't think the design hast changed much in many places)
Searching in Russian for "контрольный билет" (which means something like "checking ticket" in the sense of "ticket inspector/checker")
